With regard to the processing of exploration permits caving to the administration of the National Park Picos de Europa (PNPE), and before the statement on this subject issued from the board of the English Federation of Speleology (FEE), the chairman of the Federation d'Espeleoloxía of the Principality of Asturias (FESPA), Federation of Cantabria Speleology (FCE), and the Federation of Speleology de Castilla y León (FECyL) want through this public communication to qualify the information disclosed in this statement from the SEF and clarify some statements made in it by its chairman . The statement said the SEF has created confusion in the group caving, and a very understandable concern in all those clubs and groups that are developing exploration work which is without any doubt, the most important massif of our country, are now threatening this campaign. And this concern is not entirely unjustified, since from the FECyL, FCE and FESPA believe is being called into question the seriousness of the group caving to the organs of administration and management of National Park , and therefore the normal processing of exploration permits.
is an undeniable fact (and there are numerous documents that could be adduced as evidence thereof) for many years and every one of exploration permits caving in the Picos de Europa are handled by the federation Asturian (FESPA today, previous phase), representing the coordinator of the respective areas now working in a coordinated way with federations Cantabrian and Castilian-Leonese in regard to the campaigns conducted in the territories of the park for Cantabria and León. This indisputable fact, namely that to the present regional federations have been affected by the Asturian Federation, which has handled the Picos permissions is something that D. Juan Carlos López Casas can not refute. And if we insist on this fact because the statement that we have been quoting someone uninformed might conclude that until now was the SEF who processing the permits and that from the regional federations try to snatch the competition. Nothing is further from the truth!
And if the permits were being processed from the federation because of Asturias is historic, because at first then Mountain National Park of Covadonga Asturias territory covered only, and then, after extending the Park to three solid and three communities in 1995, stayed the entire administrative apparatus of the same in the Principality. It was, and is, as the Asturian Federation of distance which, comfort, economy and logic processing the permits, in cooperation with the federations Cantabrian and Castilian-Leonese. Likewise, when the administrative processing of end PNPE of files and allow campaigns, permits are issued to the FESPA FESPA and diligence toward whom the clubs themselves when it comes to campaigns conducted in the territory of Asturias, or to the FCE and FECyL, in the case of clubs that explore Cantabria and León territory respectively.
must also clarify that the processing of these permits before the PNPE is performed in a standard form that the current Management Committee of the FESPA has inherited from the previous policy, and is not in any case the form of caving explorations FEE which is derived from current regulations that D. Juan Carlos López Casas makes references in his writing. So not only is not true that the regional federations want to snatch competition FEE seek permission before PNPE but is not true that the new application form caving exploration permits in Picos want to replace the printed FEE expeditions . They are two different things, the form of shipments of the SEF and the permit application to the National Park and should not be confused.
who have read this far think why is there the need for duplication of forms to apply for permits in Picos and why not serve the form of shipments for this? The answer is simple and easy: the form of shipments FEE not be used to apply for permits to PNPE because it includes most of the data required to approve the park permit, as, for example, number of tents , tracks and roads with restricted access that are intended to be used during the season, location of primary and high camps, etc.
Until 2010 the realization of the necessary details to process the application were agreed between the FESPA and the coordinators of the respective campaigns, by phone or mail, with the effort, time and money that this entails for federations and clubs. is in this context arises in which the new application form, motivated solely by the aim of providing clubs and federations themselves the permit application process .
It happens also that with the coming of 2011 the State transferred to the autonomous powers of the park, undertaken numerous administrative reforms would be tedious to enumerate and are irrelevant, but are a framework for introducing a new change, but lower for the PNPE important caving clubs in Picos exploring, as is the new permit application form .
Regarding the Board of Trustees says PNPE D. Juan Carlos López Casas caving the only entity that currently has representation on the Board is the FEE, which includes legislation itself and in no case has been challenged by the regional. Although we can not comment on that as we have reported the Park managers themselves, many years ago that none of the English Federation of Speleology attends meetings of the Board of PNPE . It follows from the statement of D. Juan Carlos López Casas we want to wrest the representation of the cavers in the Peak Park, but the fact is that nunca ha acudido a ninguna de sus reuniones, y que ante el PNPE nunca ha ejercido como representante de los espeleólogos, ni para bien ni para mal.
Sra. Dª. Mª Jesús Ruiz Ruiz, Consejera de Medio Ambiente del Gobierno de Castilla y León, al Excmo. Sr. D. Francisco Luis Martín Gallego, Consejero de Medio Ambiente del Gobierno de Cantabria, y al Excmo. Sr. D. Francisco González Buendía, Consejero de Medio Ambiente, Ordenación del Territorio e Infraestructuras del Gobierno del Principado de Asturias, para que tengan a bien considerar esta posibilidad de que sean las federaciones de espeleología cántabra, asturiana y castellano-leonesa quienes representen a los espeleólogos en el Patronato del Parque, de a coordinated or rotating and the possibility of delegation between them.
Having agreed as in the first months of this year the new Permit Application Form Speleological Exploration between the three federations of communities supplying PNPE territory with their own bodies and park management , the first day of March, the president of the Management Committee of the FESPA reported by telephone to D. Antonio Gutierrez of the agreement. In accordance with agreements reached at this telephone conversation on March 2, D. Pablo Villar Solares sends both documents to the FEE, without which today have been published on the website of the FEE, and without the FESPA has received no response from the FEE , via postal mail or telephone, beyond the generic statement that was broadcast on the network and mailing list. It is only after timely notification to the FEE that federations Castilian-Leonese, Asturian and Cantabrian publish the new form on their Web sites to communicate then proceed to turn the clubs with a working area within the Park National.
Without prejudice to the above mentioned, and without prejudice also had not attended any meetings of the Board of PNPE, D. Juan Carlos López Casas arranges a meeting with the National Park administration moves in a few days to Oviedo for it. We do not know in detail what was discussed at that meeting because we were not invited to it, but following this meeting, the National Park Service informed the FESPA, D. Juan Carlos López Casas, in his capacity as chairman of the EEF has argued that the regional federations in this case we are not responsible for permitting campaigns within the National Park in accordance with the rules of expeditions to the regional FEE are subject as a result of which the PNPE will stop the processing of records permit application until caving organizations did not reach agreement among themselves and with the exception of those campaigns with start dates and upcoming activity.
And from the FESPA, FCE, and FECyL wonder what agreement we reached with the FEE, if the fee is not addressed to us explicitly with their claims, content with a press release Internet criticism and suspicion filled a PNPE administration. D. Is Juan Carlos López Casas is willing to sacrifice speleological campaigns at the highest level the most important karstic massif of our country, Asturias, Cantabria and Castilian-Leonese, as Madrid, Catalonia, Valencia, British, French, Belgian, Polish, etc. by an act of mere caprice and pride? So it seems. Because sincerely do not understand his refusal to accept the existence of a permit application form in Picos (such as one existed) or that are regional federations who handled the permits (because it had been doing so). If the issue is to put the logo of the SEF in the new permit application form, be certain that by the federations who preside no problem whatsoever, it is clear who are part of the English federation as you are. And if that's not what you want, please let us know so they can go quietly deal with permissions, stop creating uncertainty and insecurity in the clubs that are threatening their campaigns in the Picos, and try to restore, as as possible, respect and the seriousness with which the group had so far caving to the administration and direction of the National Park Picos de Europa. All those explored in Picos and all who in one way or another are linked to caving in the Picos de Europa is be grateful. We believe even that those who see as caving exploration will be grateful.
